It’s off screen, and understated, but easily the worst thing Godzilla has ever done is when he uses his atomic breath on tons of people fleeing in GMK. They posed zero threat to it and weren’t getting in its way.
One can make the argument that Godzilla Earth and what it did, while bad, wasn’t evil. In contrast, everything that GMK was pretty much motivated out of malice and contempt for life. We can argue that other Godzilla’s, unintentionally harm people, but GMK easily takes the cake for everything.

I'd also bring up how Minus One seemed to actively target civilians, chasing a crowd down a street and stepping on those who couldn't escape. Once the crowd was getting out of reach....he turns and uses his tail to wipe out them and the entire block. While you can make the argument that GMK's supernatural origin makes him truly, legitimately evil, I'd say Minus One is just as much of menace without the angry ghosts angle. He just naturally makes it his mission to make us suffer lol.

You can interpret Minus One as seeking revenge and being territorial though. Less malice, and more raw animalistic instinct. While Godzilla does attack people here, remember that in the movie Godzilla is attacked multiple times prior (nuclear bomb, Shikishima’s mines, the big naval ship, presumably other sunken ships). And while Godzilla does chase after people in that scene, it can still be a bit left up to interpretation. When he attacks the train Noriko is on..is he attacking the people on the train or the train itself? When he swipes his tale around and destroys the buildings, is the intent to kill the people, or strange structures that are comparatively his size?
GMK rises out of the sea, attacks a supermarket/shopping complex, and then goes BOOM on a fuck ton of people. Completely unprovoked.

So was Godzilla vaporizing a car in G54. The men were just listening for orders when Godzilla's head appeared overhead, and then Godzilla blasts the vehicle they're gathered around. If the car had had lights and/or siren going, then I could believe it was an animal reacting to those, but Godzilla seemed to target the vehicle for whatever reason.
However, number wise, the shopping center mushroom cloud does take out more people.
