This was Masaaki Tezuka's follow-up to his three entries in the Millenium Godzilla series: Godzilla x Megaguirus; Godzilla Against Mechagodzilla; and Godzilla: Tokyo SOS.

The fascinating thing about this movie is how much it feels, stylistically, like those movies (at least in the scenes that involve the JSDF). In fact, I can easily imagine this movie taking place after the events of GxM, as it features a similar level of military malfeasance and pseudo-mad science.

"We just defeated Godzilla with the black hole. What now?"
"How about we develop magnetic shields against plasma spikes?"
"OK!"
"But there's a problem."
"What?"
"Now we've accidentally opened another rift in the time-space continuum."
"What?"
"And giant holes are forming all over the world that threatening to devour reality itself."
"WHAT!!!???"

Wow I never knew this movie existed. Great review! I wish I could find it but doesn't seem like it's popular enough =(
