Kind of obscure but Sergeant Obadiah Hakeswill from the Richard Sharpe series of books/TV shows. He’s a psychotic, sadistic survivor of a hanging who goes on to become a sergeant in the British Army during the Napoleonic Wars. He suffers hallucinations that his deceased mother is talking to him through his hat, and learns to both manipulate the aristocratic officers above him, and rule with terror over the common soldiers below him, carving out a little kingdom for himself within the army. One of the best written and engaging villains I’ve ever encountered in fiction.
Seriosuly, if you’re not aware of the Sharpe series check it out - the books are great, and much of the tv series is usually available on YouTube.

Managed to come up with a list of the ones I consider the best-written villains.
1- Shogo Makishima from Psycho-Pass. (Easily the best villain ever written.)
2- The Dark Knight's Joker. (A template of sorts. If you want to write villains, watch this.)
3- Sephiroth from Final Fantasy VII. (He's distinctive for a reason.)
4- Sin from Final Fantasy X. (Final Fantasy bringing more good villains. Sin's unconventional and well-done.)
5- Captain Vidal from Pan's Labyrinth. (And they said it wouldn't work...)

Might be an odd answer, but I'm going to say Hans Gruber.
He is just so deliciously evil. He's a ruthless murderer and thief, but just enjoys doing it. He gets dressed up for the occasion, he likes to taunt, he loves giving long winded speeches that don't really mean anything, and he likes to toy around with the authorities.
Everything about him is just so classic and perfect.

King Ghidorah of course! A sadistic, golden, three headed, two tailed dragon who destroys planets just for the evulz? How can he not be?
Scar from The Lion King would have to be a close second for his cunning schemes, followed up by Frieza being.. well, Frieza.
Also, kinda sorta off topic, but Cthulhu never struck me as a villain. To the eyes of a human perhaps but i always saw him as this gigantic force who was never bound by good or bad concepts. Although i'm sure most disagree with me.

A guy who randomly stumbled upon this place one day, invested much too much time into it, and now appears to be stuck here for all eternity..and strangely enough, i do not regret it!

I've got two top favorites from mystery and detective literature: Professor James Moriarty and Dr. Fu Manchu.
My top favorites from comics are (from DC Comics) the Joker and the Penguin, (from Marvel Comics) the Leader, MODOK, Doctor Octopus, Doctor Doom and Egghead.
As you can see, I like the smart ones.

Anyway, I have lots of villains I love. Beyond the most obvious choices (The Joker, Darth Vader, King Ghidorah)...
- Hedorah is my favorite villain of the Godzilla series, in case I haven't made that obvious.
- Max Cady from Cape Fear is probably my favorite cinematic villain. The best part is, both portrayals of him are pretty different and absolutely fantastic. The Robert Mitchum version is probably my favorite, but I liked the pentecostal background of Robert DeNiro's version. Mitchum is more subtly menacing while DeNiro is a raging psychopath who was able to be a lot more vicious thanks to the Scorsese version being a 90s film.
- I like a lot of the Bond villains. Favorites include Goldfinger, Oddjob, Silva, Red Grant, Blofeld (Donald Pleasance version), Le Chiffre, Franz Sanchez, Tee Hee and Baron Samedi (even though he doesn't do much).
- Anton Chigurh from No Country For Old Men is fantastic. Javier Bardem is just an incredible villain actor.
- Lorne Malvo and Lester Nygaard from the first season of Fargo are both fantastic villains.
- Amy Dunne from Gone Girl is up there as one of the most frighteningly realistic sociopaths in all of literature/film. Easily my favorite villainess.
- I think Breaking Bad and Better Call Saul have some of the best villains in television history. Protagonist or not, Walter White is definitely a bad guy, and one of the best fictional characters of all time. Gustavo Fring is fantastic too. So are all of the Salamancas and Todd Alquist. While some may argue he's a tragic anti-hero and not a true villain, I think Chuck McGill is a fantastic antagonist, and
