But there's a part of me that thinks that if Godzilla can expand beyond the anti-nuclear message of its original film then why couldn't Hedorah do something similar?
While it’s true that Godzilla has moved away from its nuclear origins in various entries, and not all Godzilla films need to focus on such issues, most of them still are relatively faithful to the original idea. Both Shin Godzilla and Godzilla Minus One are directly tied to nuclear waste and atomic bombs. Incarnations like Godzilla Earth and SP don’t exactly fit the nuclear mold, but there’s parallels with scientific discovery and the weaponization of powers beyond human comprehension.
Plus, there’s also the fact that there’s been so many incarnations of Godzilla, so some variety and straying from its origins is more understanding. Hedorah has really only been in one film, and while it’s gotten a lot of love recently, none of it has really taken the time to do something fun with it.
Then there’s the fact that Hedorah would just be Godzilla. Nuclear waste and the atom bomb created Godzilla. Hedorah was created by pollution.
Going back to the dumb volcano idea, someone mentioned “what would it add”? And that sentiment is so true. All it would do is detract.
FYI, there’s more interesting ways and things to do with Hedorah pre70s. Check this page out if you want to be depressed/learned:

(Also this is probably another source of inspiration to Banno)
