All available forms and fusions are allowed to be used, with the exception of Raiga and Mebius Infinity. Assume that any third party that isn't another Ultra need for transformation is there (eg GUYS for Phoenix Brave)
All Ultras have up to their latest feats.
Arena: Planet Boris
Verdict: Two legendary groups whose names resound throughout time and space. What's not to say about all of these guys (and gal)? All are iconic heroes in their own right, but only one of these teams can win. The Brothers are pound for pound more powerful and experienced, but the NGHs have more transformations and weapons that are incredibly useful in battle. So who wins? I'm by no means the biggest expert when it comes to these characters (especially the NGHs) but I'm inclined to say the Ultra Brothers. They're far more experienced than the NGHs and from what we've seen in UGF they should be able to hold their own and overcome their foes here, even if they lack the fancy powerups and fusions.
I'd say it's pretty close. Orb Trinity, Geed Ultimate Final and Taiga Tri Strium for example pose pretty decent threats that could feasibly take out most of the brothers in a 1v1. But there are two factors that push this solidly in the UB's favour. Some members like Taro and Zoffy are just too far above the power of the NGHs, and their own fusions namely Super Taro and Phoenix Brave. They're massively more powerful than any of the forms that the NGHs have access to in this fight.

Does Z deathcium rise claw,Geed Galaxy Rising,Rainbow Tri-Strium, and hybird armor count? If they do, then the NGH has this, they also have far more ultras, and a lot of skillsets
