Toho has been this way for years; Godzilla needs to fall under certain guidelines and retain certain character traits that Toho approves of. That hasn't changed to my knowledge, though they have been more strict with it following TriStar's 1998 attempt and the studio taking too many creative liberties at the expense of the character.
I know that in GxK's case the whole sequence with Godzilla running needed to go through approval with Toho and somewhere online they mentioned that they were very involved with the final approval during the motion capture process; they have final say on basically anything Godzilla does on screen.

Yeah, I read the quote, dude. Shin, Earth and Ultima were portrayed similarly. I'm not going to say my interpretation is correct but that quote can be read that way unless it was a mistranslation.
The quote says the room's job is to make sure Godzilla is portrayed a certain way.
As far as aggression I didn't read that at all in the post your good. We're having a discussion on the internet and you disagree with something I posted.

With respect, I don't believe it can be interpreted that way without inserting a lot of information that isn't in the quote. You might not remember, but there were some rules Shin Godzilla had to adhere to as well regarding the dorsal plates etc. And for that matter, the big rules mentioned in the article are ones Shin adheres to as well--and so do the anime incarnations in-between. It's not clear at all that any of the requirements are new. It may simply be that they've expanded and formalized the review process with how many different Godzilla projects and merchandising are coming out.
So, since these are minimal requirements (Godzilla doesn't die [permanently], Godzilla doesn't eat people or other creatures), it's not clear at all that any of that has anything to do with why the Gs that followed Shin shared some of his characteristics. The more likely reason is simply inspiration or, if you're less charitable, imitating Shin in the hopes of replicating its success.
