Rules: Standard Heisei Scaling; No retreat; Rulers of Earth Godzilla; Godzilla cannot go supercharged.
Battleground: Kitayama Lake.
Verdict: I think this fight could go either way. Both combatants are powerhouses in every sense of the word, capable of inflicting horrific damage and tanking it like champs and coming back for more. Both of them are crafty and intelligent, and both of them have some of the meanest firepower around. And while Ultraman has the speed advantage, Godzilla matches it with insane physical strength.
I'd say each has a 50% chance of winning.

If Ultraman can fly up and strafe Goji multiple times, he has a shot, but other than that, I see IDW winning 6/10 times.

I love how people kinda forgot that Ultraman has both an unfused state and a fused state, the latter which has the energy limit but the former which doesn't.
Given the fusion does not affect the firepower or strength of Lipiah, if this is unfused Ultraman, between his ludicrous strength, durability and firepower I see him pressuring IDW hard enough to get a win, even if IDW does have the firepower most kaiju do not in order to harm Lipiah I guess depending on your interpretation of his feats, if not it's more likely in favour of IDW because he could just outlast him.

Ultraman's speed and agility mean hitting him is quite a challenge here, though not impossible. What will be more annoying are his superior ranged options in conjunction with that advantage; he can play a mean zoning game. Godzilla has struggled against ranged opponents in the past, and they weren't nearly as mobile as this adversary.
However, Godzilla has time and approach on his side. Even if he's unfused, Ultraman hasn't fought for nearly as long or hard as Godzilla, nor does he seem to have a healing factor. This means the hits Godzilla does land will have more of a long-term impact in this fight. In addition, Ultraman isn't one for spamming beams forever. He will eventually try engaging in close-quarters, which Godzilla's brute strength and nuclear pulse make a bad idea. Going with Godzilla.
