You don't get it. That guy in the black suit that hands over the business card? He IS Alien Mephilas, just in human form. I do think he will be a suprise final boss, but more in the sense that he seems to be on SSSP/Katokutai's side while actually being the mastermind rather than showing up out of nowhere to get a fan reaction and end the movie.

I would like to see it, but if they didn't have Godzilla change expressions I doubt they'll let Ultraman who typically has a static face to change it.

That is…obviously not what they’re going for. Shin Ultraman is seeming to lean heavily into the opposite direction, actually. Exaggerating the “Weird, alien giant” part of the character and also remaining very faithful to the look of the old props and costumes, and I love that direction. I don’t really think Ultraman needs to express much. It looked weird in that one 2015 fan concept trailer.
