What are the rules on transformations in this tournament? For example, Monster X. Can he go Keizer?

Rules:
Each Arena is a bland plains area with a few hills (with the exception of kaiju who need a specific environment to fight).
Monster X can only go Keizer if he makes it to Round 3.
For King Kong 62 matches a lightning storm will occur within 5 minutes.

More rules for select kaiju.

Destoroyah and Hedorah can transform into any form.
GMK Ghidorah will become King Ghidorah if he makes it to round 2.
Legion has no army until round 3.
