To actually comment. I think Nagoda has a bit of an edge here thanks to him countering some of Hilly's fighters. Roy Mustang has the firepower for Carnage and Todoroki can freeze Tenya. Couple this with Nagoda's greater lethality among his fighters (looking at Luke and Ed specifically) and that Ed and Todoroki can manipulate the battlefield, leads me to give him a modest edge.

Alright then. So Roy and Ultraman are deadly to Carnage, one for his constant explosions and the other for being able to fire off giant Specium beams the size of a baseball stadium’s wall. Luke can sense everyone’s location with the force even with the red dust everywhere, and he can beat Boar Head guy in swordplay. JoJo’s cunning might be an issue, but then comes in Kaneki with his intense pain tolerance and ghoul physiology to eat him. Shoto and Ida know each other and Shoto should be able to overpower the engine man, or Edward messes up the terrain and throws spears or rocks into Ida’s path to knock him out. As for Goblin, he’s got to deal with either Edward, Ultraman, or Luke. Maybe even Kaneki if he finishes off an opponent fast enough or breaks out his Kakuja.
