Yes. Both the Team Upgrade 2 and Team Upgrade Perfect can allow for an asterisk'd monster to join your team, albeit at the cost of any bonus second or third tier slots gained either from Team Upgrade 1 or Team Upgrade Perfect.

Yes, you can swap your tier 2 kaiju out for a tier 1, or a tier 1 for two tier 2's
