Verdict: I’m going to lean Gamera slightly, due to the power of his fireballs, his ability to fly, and his endurance to wounds. I think he can survive against Apex long enough to deliver a lethal shot with one of his fireballs, though he will definitely need to be careful as Apex’s agility and claws could put Gamera down quickly.

Apex is a tough cookie, but I don’t think even he would be able to take down the absolute powerhouse that is Heisei Gamera. Apex has never fought an opponent with a ranged attack, nor has he fought a creature that survived getting impaled in different sections of his body by all sorts of sharp and hot appendages.
