Verdict:
The fact Junior is not naturally a fighter and more focused on self-defense helps Daigoro. Daigoro's jumping ability and fire breath should also be useful with evading and attacking. Godzilla Junior isn't exactly a pushover since the atomic ray should pack a punch and he does have some endurance. I'm thinking Daigoro wins nonetheless.

Considering how one of them has a literal laser beam that can blast off limbs from the Destoroyah Aggregate, survived getting a building dropped on him and said Aggregate slamming into his chest, then survived getting impaled and pumped full of corrosive chemicals, while the other has a stream of regular fire and definitely could not handle any of those things hitting him, I think the answer is clear. Especially because Goliath’s beam, which at a more generous interpretation is about the same strength as Junior’s beam, is depicted as something Daigoro cannot handle.
