That is true. However, there is a Primal Rage comic that Diablo appears in, and he does have a decent number of feats that thus make him viable for FMs.
Diablo (Primal Rage) vs Greater Rathalos
Diablo's feats include the following:
-Taking hits from Armadon that draw blood from him
-Teleporting out of the way of Armadon's attack, burning the latter in the process
-Blasting Armadon with fire before biting his neck and drawing blood
-Blasting Armadon with fire and creating an explosion
-Brawling with Sauron
-Seemingly dodging Sauron's sonic roar and blasting back with fire
-Seemingly shoving Sauron back with his fire breath, and then defeating him by biting into his neck and blasting him away with his fire
Arena: Desert (Monster Hunter Movie)
Rules:
-Standard
Verdict: Giving this to Rathalos, mostly for his flight and durability. Diablo's teleportation can prove useful in dodging attacks, but apart from trying to shoot down Rathalos, he doesn't really have an answer to the latter's ability to fly out of range and pelt him from the air with fireballs. Rathalos is also tough enough to tank military weaponry, and could survive his own fire going off inside him, meaning Diablo will struggle to inflict fatal injuries to him.

It is entirely possible Diablo could accidentally deal massive damage to Greater Rathalos just by using his fire breath at the same time GR goes to use his own fire. Otherwise, Diablo’s only real shot is to pin Rathalos and bite the hell out of his throat, and that’s not super likely to happen given how agile Rathalos is.
