Verdict:
With both being projectile heavy, it depends on who hits harder. Given what we see Leo is capable of compared to what Orochi is, I would say Leo has that department even in his base form. Orochi, with his multiple heads, has range with his lightning and his flames. The small moth strategy should be cut in half due to the fire. However, Orochi just can't hit harder than Leo.

Giving this to Leo. While Orochi technically has a 1hit KO ability, Leo has 2 via thousands of Mothras or his seal technique. And while its hard to gauge Orochi's power, it can't be too far outside Desghidorah's wheelhouse and Leo tanked his attacks just fine.
