Dotemu, Lizardcube and Guard Crush Games did an awesome job with Streets of Rage 4. You can easily turn the JSDF, certain kaiju and alien military into mooks and big name fan favorites into bosses in a side scrolling beat em up.

Meh i wouldn't call it stupid, Sony thinks they're hot sh!t because of their exclusives. Xbox needs a complete reboot of exclusives to keep up.
Arkham Series, Mortal Kombat/Injustice, and the Mordor Series would satisfy that quench.
Would compete directly with PS4s Spider-Man, Street Fighter, and God of War.

NetherRealm Studios would be interesting.

I'd echo what other people have said about NetherRealm Studios. Their fighting games typically have a high budget and realistic art style which I think would work well. Their fighters are also in general slower paced which would also fit. When I think of ArcSys I think of high octane, flashy figheters. Works great for Dragon Ball, not as much for Godzilla.
NetherRealm games also offer a depth of content in terms of skins and extra characters. A typical NRS roster size would fit all the essential monsters plus some more unorthodox fighters like Kumonga or the Gotengo. Plus NRS is known for their crazy guest characters. Assuming Toho would play ball, the sky's the limit. Kong, Ultraman, Gamera, Pacific Rim, maybe even Primal Rage characters.

I can't believe that Godzilla was the only surviving member of its species, but if we continue conducting nuclear tests, it's possible that another Godzilla might appear somewhere in the world again.

You know its kind of funny. The wait between Godzilla Unleashed and Namco's Godzilla was way longer, but the wait since Godzilla Vs, has felt like an eon
Yeah there's been a few mobile games here and there but not really much else to break up the dry-spell, and in a way its sort of a parrell with the early 2000s. After Godzilla Final Wars and Gamera The Brave there really wasn't much else going on but there were plenty of games such as the Atari trilogy, war of the monsters, rampage, and other monster games. Now we have multiple Godzilla movies, Kong, Ultraman, anime, you name it

I still think THQ Nordic could be a good fit for the series since they seem to be more concerned about the health of their games
