Quite a few years ago, youtuber Kaiju Noir interviewed writer John Lemay books. And he asked, why his books kaiju and godzilla didn't have pictures.
Well the answer was copyright. And he said it was just a matter of time before Toho went after cons, because of Artist Alley.
Well the worst happened, the news was given by Matt Frank on his Facebook page.

I think the rule is stupid, but it's not surprising. It's toho to be greedy, with copyright. And it seems to be the end of Artist Alley at G-fest.

The OP is extremely misleading, if not outright wrong. The ban was not put in place by Toho, but by G-FEST themselves. Which is extremely hilarious when you realize that they'll go after Artist Alley for selling "unlicensed" work but not the Dealer's Room which almost always has bootleg DVD tables every year.

When you talk about the bootleg DVD tables, it's just this one particular guy who is somehow allowed to set up several tables worth of bootleg crap that no one ever buys anyway. None of it is Toho because God forbid G-FEST pisses Toho off, but apparently everything else (Gamera, Ultraman...) is fair game.
The organizer downplaying COVID two years in a row and making it clear he only canceled the show because he was FORCED TO is bad enough. Anything else should be gravy.
And maybe a new show will stop being run like it's still 1996.
