Voted for Kaneko as I feel that GMK is the best Millenium Era film and among the very best since the Showa era ended. His take on Godzilla and the other monsters along with a solid human plot made for a memorable film.
Following Kaneko for me are Anno, Banno, and Kitamura.

Koji Hashimoto. The Return of Godzilla is such a fantastic movie. The very best of the Heisei series, in my opinion. He did a great job as director and it's a shame he never came back to direct another Godzilla movie.

I heard somewhere around here that Koji Hashimoto, along with the other Heisei-era directors were mostly just "yes-man" type of people who stuck to what they were told to do by the studio. I can see why that would be a con in someone's books when compared to directors who truly had a vision of their own i.e Shusuke Kaneko, Hideaki Anno or even Ishiro Honda.
