When you consider the character that said it, it's not that surprising he'd say something like that.

Does that concept art on the mainpage of a Godzilla skeleton on the moon indicate that the original ending was that the Dimension Tide was successful?

TK: In your art book [Shinji Nishikawa: Drawing Book of Godzilla], you had a [Godzilla] skeleton on the moon from an early outline for Godzilla vs. Megaguirus (2000). How did the skeleton end up on the moon?

Nishikawa: I had drawn that based on a request from our producer, Shogo Tomiyama. He said it had come about as an idea from scriptwriter Wataru Mimura back during Godzilla 2000: Millennium (1999), but it seems Mimura hadn’t thought up any further plot for it beyond just that one image.

The most ridiculous and ludicrous idea to try and kill Godzilla I have ever heard of. For that reason, it is glorious. It is a breath of fresh air as far as anti-Godzilla plans go that doesn't devolve back to mechas and shows a willingness to try the bizarre. As a one off, it is fine even if realistically it would be way more dangerous than any Godzilla could hope to be.

On a somewhat serious note, if the film had focused on the ethics of using such a weapon and really drove him consequences and risks of it I think it would be received a bit better. Absurdity aside. It's just casually accepted by everyone and any risks to the planet seem glossed over even when Megaguirus shows up as proof of the harm it can do.
