Galaxy of Monsters?

So from what the Exif said that all the planets they had visited had a phase of civilization, then monsters, then destruction by King Ghidorah's devouring. So was Godzilla Earth a fluke? Is this all a natural means or was it a setup by an older and earlier species? Gorath was mentioned and something escaped from it, so was that boast of the cycle? Theories and speculation please.
