Yeah, I would say that was one of the thing I found odd about it myself. They take important situations and comment on them as if they are fairly mundane. One of the weirder ones being the death of the younger male lead. We never get a reaction shot of the terrified girlfriend or anything or even a callback to it. Next time, we see her, it's like she's past it and so is everyone else.

I think they are supposed to rappresents the old generation being disgusted by the new one.
This has been the answer multiple times...no need to reiterate it again.

I do like the symbolism/hidden meaning, if that's what you wanna call it. It makes te film a little more than just a single layer.

It's really up for interpretation. Some people think they're ghosts of the older generation looking down on the younger, more reckless generation. While others think they're just "artistic" shots of homeless people that live around Mount Fuji. It's up to you to decide.
