Positive. Plotimantium has an amazing range of uses and forms. I hear that in the extended lore for Final Wars it is Captain Gordon's body spray and that is why Godzilla never gets too close to him, he also smells incredibly manly because of it.

Seriously, when we see it used in the fishtank, it looks like some kind of powder or crystaline compound. As to the ingredients, your guess is as good as mine.

Take oxygen from water and you have a bunch of hydrogen. Maybe it was some sort of H-Bomb.

I never saw any evidence in the movie that the OD affects the oxygen in the H20 compound; it seems more likely that it interacts with the 02 present in the water (dissolved oxygen).

Whatever it was reacts strongly with O2. The amount of bubbles indicates a major chemical reaction.
