Magma's basically thrown in so people will go and see it for the kaiju. If you do that, you're setting yourself up for disappointment. The rest of the movie is really strong on it's own. Tanaka had Tsuburaya throw Magma in because he wanted a kaiju in it ala Mysterians, but unlike Mogera, Magma didn't make too big of an impact on the story.
MAGUMA rules! I always remember wanting to see Gorath just so I could see the MAGUMA scenes. I finally caught it a year or so ago. His scene is so out of left field and unnecessary but I love it. MAGUMA looks terrible as a monster, it's so obvious it's a guy in a suit, but there is a charm to it and it's quite sad when he dies.

In a strange bout of obsession, I actually opened up an excel spreadsheet to make note of the start and end time of each cut of screen time he had, then added them up together. He appears for 1 minute and 15 seconds of a movie 1 hour, 28 minutes and 3 seconds long. That's 1.4% of the film. I wonder if there's a monster with as little screen time as Magma? 75 seconds to his name in 53 years.

Anyway, I think for future Godzilla movies Toho should make a habit of having monsters make minor appearances early in the films that don't have to effect the plot. Just something to toss in to have a little monster battle while the real battle at the climax is being built up to. SOMETHING LIKE THAT would be a great role for Magma. I'd really appreciate seeing more obscure monsters being brought back even in minor ways.
ALSO: if Magma's ever brought back, he should totally have a "freezing bite" ability. Bites down with his tusks and injects freezing arctic water into the wound. Could say he stores cold sea water in his body to regulate his temperature, and releases it for an attack. Something stupid like that.
