Wonderfully enough none of the Tsubu Jam or Kamen Rider have overseas pre-orders on Medicom's shop. Yay.
Btw.: One of the vintage bootleg bromide that the Skull Baltan is most likely based on is up for auction on Ebay (Yamapro Pachi Kaiju Bromide).

Why does Baltan have what appear to be tiny extra arms?

As Shōbijin already hinted the design is based of an old pachi kaiju bromide card that Exohead sculpted and Zollmen released. It's not actually Baltan's body design from Ultraman. If that answer is not satisfactory then the extra small pair of arms is so he's able to use those hands to hold dinnerware to be able to eat with. Have you ever try to hold something with a big pair of claws?!!! It's hard!
Now on to some cute kaiju toys all exclusives released for the Tsuburaya Productions Creative Jam 50 event starting August 25th.

More precisely; a big portion of the body seems to be based on Antlar rather than Baltan. Hence Antlars little hands

I don't have pics, but there is a 12 inch vinyl 2-Pack being pre-sold for December. The reports are a bit confusing as to who's making it. Bandai, X-Plus & Plex have all been mentioned. It's kind of funny, as a lot of folks in these forums have said that there's not enough interest in these two:
Gaira & Sanda aka the Gargantuas!

It's probably X-Plus.
Like you said, there's not enough demand for Gargantuas and X-Plus is famous for making really obscure monsters.
I have no idea what Plex is though. I guess it could be them.

^ Off-shoot of X-Plus maybe? Set's $200 where I saw it, at Amok Time. That's $100 each. Heck, if someone is willing to pay THAT, don't see why Tamashii Nations doesn't think folks would shell out $50-60 each for SHMA versions. Do like they did with G'64, make it a web exclusive over THERE, let Bluefin bring 'em over HERE. Well, I can hope.............
EDIT: It's a re-issue? Aw, nuts!
